Almost certainly a fictious account of the the Meiji empress and her entourage visiting a field hospital (possibly the Military hospital at Chemulpo). However, Beisen in volume 10 of his records of the war, illustrates a similar scene and records it as the empress visiting the military hospital at Hiroshima.
Rare.
